I'm voting no on SIP-045 as filed.
SIP-045 bundles a consensus mechanism (PoX-5 Bitcoin Staking) with a permanent emission change: restoring the 1,000 STX coinbase and removing the SIP-029 step-down to 500. That change is being treated as economic. It is not only economic.
STX is the governance asset. Ratification and activation votes are weighted by stacked STX, and this SIP's own activation vote requires 80% of stacked STX (§6). The emission schedule therefore governs how voting power is distributed over time.
Restoring 1,000 STX roughly doubles new STX issuance, and it does not land evenly: coinbase accrues to miners, and bootstrap staking capacity is allocated by the Endowment to whitelisted partners (§3.3.1). Governance weight flows to issuance recipients and to a permissioned set, while every holder who does not receive issuance is diluted faster. That is a change to the voting franchise itself, and it deserves to be evaluated as a governance question. The proposal lists Governance among its own considerations, so this is fair ground to weigh it on.
Because the emission change is bundled with the mechanism into one hard-fork vote, holders cannot support the staking design without also endorsing that redistribution of governance weight. Multi-consideration SIPs are allowed, so this is not a rules violation. But a change that reshapes who holds voting power belongs in its own proposal, with its own vote and its own scrutiny, not carried in under a popular feature.
My recommendation: decouple the emission alignment into a standalone SIP that lists Governance among its considerations.
Not the basis for my no, but worth resolving first: the Activation section is incomplete (§6.3, §8.3), the pre-authorization hard-fork vote (§3.3.2.2) defers its own mechanism and quorum, and the circuit-breaker multisig and Endowment discretion (§3.3.1, §3.6.2) lack defined custody or accountability.
Supporting SIP-045 because it improves alignment between Bitcoin staking incentives and the long-term emission schedule of the Stacks network. The proposal strengthens economic sustainability, creates greater predictability for participants, and helps ensure rewards remain balanced as the ecosystem matures and Bitcoin staking adoption grows.
My support comes from the caution in the adjustments outlined in the discussion here: https://forum.stacks.org/t/introducing-the-bitcoin-staking-sip-v1-draft/18862/42?u=gentre
While the coinbase change is not ideal, the network needs to do something to stay competitive and the bitcoin staking feature is a well received product whose benefits seem to be worth the costs of token dilution.
The NorthStar is making Bitcoin productive. It's very difficult to objectively reason on the economic model here but we must ruthlessly prioritize our goal.
